Applicants will not be permitted to submit applications for both the Virginia Fire Officer Academy (VFOA) and Virginia Chief Officer Academy (VCOA).

Tuition for the Academy is $795


The VFCA Chief Officer Academy is a 6-day on-campus resident program geared towards the first level of chief officers within a department. The focus is to provide a developmental opportunity for those recently promoted to, or with the potential to be promoted to, the ranks of Battalion Chief, Division Chief, District Chief, etc. While the academy will provide some exposure to executive-level officer concepts, the target audience consists of those chief officers below the level of executive officer. 

The program will be held at the campus of the University of Richmond, June 10-15 and participants will reside on the campus for the duration of the event, which culminates with a graduation on the afternoon of Friday, June 15. The topics that will be covered in the academy, identified through a survey of Virginia Fire Chiefs, will include but will not be limited to the following:

  • Leading versus Managing
  • Effective Communication
  • Accountability in Decision Making
  • Developing trust in and from subordinates
  • Succession planning and mentoring
  • Generational differences and their influences on leadership
  • Coaching for improved performance
  • Leading ethically
  • Legal liability in leadership and personnel management
  • Making decisions you are afraid to make

These topics and others will be covered through a mixture of lecture and activities designed to engage the students and encourage sharing of experiences, concepts, philosophies.
