The Deputy Chief of Fire-EMS is an executive-level position reporting directly to the Chief of Fire-EMS. The Deputy Chief provides strategic oversight for key capacities and segments of the department. The incumbent will supervise employees and oversee operations, with related human resource functions and documentation; assist in financial operations by developing and monitoring budgets; developing policies and procedures for compliance; and handling necessary reporting.
This position requires the candidate to represent the Fire-EMS Department at various levels of government and community. The incumbent will respond, evaluate, and determine plan of action for emergencies and, if necessary, assume command of the Fire-EMS department in the absence of the Chief.

General Description: This is an executive-level professional position. The incumbent performs complex administrative tasks to direct fire and emergency medical services for the County.
Organization: The Deputy Chief reports to the Chief of Fire and EMS and supervises Assistant Chiefs. This position functions as a deputy department head within local government.
Essential Functions:
Supervises employees, performing related human resources functions and completing necessary paperwork.
Assumes command of the Fire-EMS Department in the absence of the Chief of Fire-EMS.
Assists Chief of Fire-EMS in administration and development of policies, procedures, and budget.
Coordinates efforts of Assistant Chiefs in direction and management of department divisions.
Serves as the Deputy Emergency Services Coordinator.
Coordinates special programs, such as mutual aid with other jurisdictions, construction, and equipment projects.

Fosters volunteer involvement and membership to support a combination career and volunteer system.
Responds to alarms of fires, hazardous materials incidents, and medical emergencies. Determines a plan of action at emergency scenes.
Performs related work as assigned.

Knowledge, Skills, and Abilities: Extensive knowledge in Fire Science and EMS Systems required. Must have administrative, budgeting, human resources, and supervisory skills. Must be able to communicate well and establish effective relationships with administration, staff, and citizens. Knowledge of Hanover County preferred. Must be computer literate.
Education, Experience, and Training: Master’s degree in fire science, emergency management, or related field required with a minimum of six (6) years of career chief officer experience, including supervision; Certification by VA Dept. of Fire Programs and/or VA Office of EMS required - OR - Any equivalent combination of education, experience and/or training sufficient to demonstrate the knowledge, skills and abilities is acceptable.

Systemwide Fire Chief
Loudoun County
The Position
Loudoun County is seeking a dynamic, collaborative, and experienced senior-level professional to lead as the Systemwide Fire Chief (Chief). Fire and Rescue services in Loudoun County are provided through the Loudoun County Combined Fire and Rescue System (LC-CFRS) managed by the Systemwide Fire Chief, which includes nearly 800 full-time employees and approximately 1,300 active administrative and operational volunteer personnel. The current Chief is retiring after serving in the Department since 2014 and as Chief since 2018.
The Chief will execute directives from the County Board of Supervisors (BOS) and County Administration, ensuring that service delivery and projects align with their goals and priorities. This will include planning and managing the Combination System, a component of which is the Department’s budget, preparing annual budget proposals, and monitoring expenditures to ensure they do not exceed allocated funds. The Chief will work with the Career Department and the volunteer corporations to identify goals, objectives, and performance measures, ensuring timely and accurate reporting of the Combination System’s performance.
The next Chief will oversee the System, which includes 21 stations, some of which are volunteer owned, providing a full range of emergency and non-emergency responses to the citizens of Loudoun County and seven incorporated towns. By way of reciprocal mutual aid agreements, services are also provided to Loudoun County's neighboring jurisdictions. Career personnel and volunteer providers serve side-by-side in the LC-CFRS. The next Chief will be serving in a financially stable county that is fast-growing and diverse. This position will help continue the County’s reputation for responsive and high-quality services to all its residents and businesses. For FY 2025, the LC-CFRS has an adopted budget of over $157 million.
The Chief will be responsible for directing the operations and managing the administrative functions of Loudoun County’s Combined Fire and Rescue System and overseeing the management of the Department. The Chief will ensure the execution of current and long-range plans and objectives as well as Combination System and Department procedures and protocols. The Chief reports directly to the County Administrator and has nine direct reports. These direct reports include the Assistant Chief of Support Services and Volunteer Administration, Assistant Chief of Operations, Operational Medical Director, Executive Assistant, Manager of Finance and Administrative Services, Deputy Chief of Human Resources, Internal Investigator, Fire Marshal, and the Public Information Officer.
They will ensure the consistent delivery of excellent service to the public and other customers. They will oversee the internal operations of the Department in collaboration with the County’s Internal Services departments. The Systemwide Chief will also oversee the operations of the Combination System in collaboration with the volunteer corporations. The Chief will be responsible for developing, updating, and maintaining Standard Operating Procedures for the Combination System to ensure efficient and effective operation and continued implementation of the System’s strategic plan.
Qualifications
Minimum requirements include any combination of education and experience equivalent to a master’s degree in fire, emergency medical services, public administration, or a public safety related field, with six (6) years of directly related increasingly responsible experience. Experience must also include at least two years in a management role with incident command-level experience managing multiple station operations.
Preferred qualifications include assistant, deputy, or chief experience in a fire rescue organization, and a demonstrated record of success in the following key areas: overseeing complex projects and/or operations, serving as a trusted advisor and providing data-driven solutions, working effectively with elected officials, coaching and mentoring managers and key staff, and working collaboratively with internal and external stakeholders. Experience in jurisdictions that have a combined system with volunteer and career personnel, fast-growing jurisdiction, and service area that includes both sparsely and densely populated areas and Executive Fire Officer is also preferred.
Certifications, licenses, and special requirements include a valid driver’s license and good driving record (driving records may be reviewed annually for continued qualification). Pass background check (can include references, criminal/credit checks, and fingerprinting). Position subject to annual NFPA 1582 physical. Hold or obtain NFPA Fire Officer III, NFPA Fire Instructor II, OSHA Hazardous Materials Operations-Level Responder, and NREMT or Virginia EMT (or equivalent from another state, reciprocity) within one (1) year of employment). Hold or obtain NIMS 100, 200, 300, 400, 700, and 800 within one year of employment. The selected candidate is required to obtain a valid Virginia State driver’s license within 60 days of employment.
Compensation and Benefits
The expected hiring range is $230,000 - $260,000, depending on qualifications, with an excellent benefits package.

With an ISO Class 1 rating, the Department provides services in the areas of Fire Prevention, Fire Suppression, Investigation, Inspection, Emergency Service, Emergency Preparedness, Public Education, and community programs. The Richmond Fire Department has a history of providing outstanding services as a paid department since 1858 (5th oldest paid department in the country) and currently has an authorized staffing level of 450 professional personnel which includes Firefighter/EMT & ALS providers, safety & operations staff, fire prevention staff, and administrative staff. The City of Richmond Fire and Emergency Services has a network of 24 companies located at 20 fire stations. In addition, Richmond Fire has a FY 2025 operating budget of over $66 million annually.
Education: Equivalent to a Bachelor’s degree from an accredited college or university with major course work in fire science, public administration, emergency management, or a closely related field. A Master’s or other advanced degree is a significant plus. Executive Fire Officer Certification, the Chief Fire Officer Designation, Executive Development Institute, or similar endeavors are also highly desirable.
Experience: The successful candidate will have a minimum of 10 years of increasingly responsible command and management experience, with at least five years at the command or supervisory level. Position Summary
Performs a combination of difficult administrative work and fieldwork to ensure emergency services operations run safely and efficiently. Essential Duties and Responsibilities

Education / Experience

Must be familiar with NFPA standards and OEMS Regulations particularly as they relate to the Fire & Rescue environment. Must possess experience in health and safety relevant to Fire and Rescue operations and personnel. Must possess a minimum of three (3) years of experience in a career Fire and EMS supervisory role serving at the rank of Captain or above. Training in public speaking and public education desired.
Requirements include: EMT certification, Paramedic preferred; CPR certification; NIMS – ICS 100 – 400 & ICS 700 certification; EVOC certification; Firefighter II certification; Hazardous Materials Operations certification.

The Town of South Boston, VA is seeking a Fire Chief to perform difficult skilled protective services and administrative work, managing and directing fire and emergency rescue service activities and related work as required. Work that involves setting policies and goals under the limited direction of the Town Manager. Departmental supervision is exercised over Firefights/EMT, Fire Captain/Training Officer, and deputy Fire Chief.
The Fire Chief plans, organizes and directs division operations regarding equipment, apparatus and personnel, supervises the placing of plans into effect, prepares and presents a variety of operational, statistical and technical reports, prepares division budget and monitors expenditures. Directs and approves changes in department policies and operating procedures. Evaluates the need for and requisitions new apparatus and supplies. Direct the inspection of buildings and other properties for fire hazards. Over-see’s fire prevention operations and acts to secure abatement of fire hazard.
Responsibilities of the Fire Chief include but not limited to: training, inspecting, and assigning work, developing staff schedules, coaching and counseling, conducting performance evaluations, and recommending for hiring and termination of Firefight/EMT, Fire Captain/training Officer and Deputy Fire Chief. Performs related tasks as required.
The Fire Chief will have comprehensive knowledge of modern firefighting, emergency medical and ocean rescue methods, comprehensive knowledge of the use and operation of a wide variety of fire motor, rescue and auxiliary apparatus’, comprehensive knowledge of laws, rules and regulation relating to fire control and prevention, ability to plan ,initiate and carry out long-term programs in fire administration, employee training and fire prevention, ability to plan, assign and coordinate activities performed by a large group of employees in varied firefighting and rescue work, ability to communicate ideas effectively both in oral and written form, ability to establish and maintain effective working relationships with associates, volunteers, and the general public.
A valid commonwealth of Virginia Driver’s license, 10-15 years of experience and/or training in the field and current certifications. -Bachelor’s degree preferred.
Preferred education and experience of ideal candidates:
-Associates/Technical degree and extensive experience in firefighting or equivalent combination of education and experience.
- Possession and maintenance of Firefighter Instructor II, EVOC, EMT. Arson, Inspection, and Fire Prevention Certification.
The Fire Chief reports directly to the Town Manager. This salaried supervisory position requires a minimum of 40 hours per week, with additional hours that may include nights, weekends, holidays, and evenings as necessary. Starting salary is established at a range of $90,000.00 - $115,000.00 per year depending on experience and qualifications. Educational pay incentives are offered as an increase to yearly salary for anyone hired with an associates, bachelor's, or master’s degree. Benefits include the Virginia Retirement System (VRS).
