Job Summary
The Fire and Rescue Chief performs difficult professional and administrative work leading and managing the Department of Fire and Rescue including fire prevention, fire suppression, fire investigation, emergency medical services (EMS) rescue operations, and training. Performs related duties as required. Work is performed under the general direction of the County Administrator.

Plans, programs, and directs the development and implementation of a combination Fire and Rescue program for the County.
Provides assistance to and serves as liaison between volunteer fire and rescue companies and the County Board of Supervisors, County Administration, and other boards and committees, as required.
Serves as Coordinator of Emergency Management.
Serves as coordinator of the County’s Hazardous Materials Program.
Assists Incident Commander or serves as Incident Commander with emergency rescue and medical services and firefighting, when necessary, available, and requested.
Prepares the annual departmental operating and capital budgets; prepares financial, administrative, and management reports in support of the department’s programs and activities; approves departmental payroll and purchases.
Oversees and coordinates all capital projects, major programs, and purchases.
Responds to inquiries from the public, county officials, state and federal agencies, and other interests in a timely, courteous and professional manner; prepares and presents public education programs.
Oversees the preparation and maintenance of files and records.
Administers various state and federal grants and/or state aid programs.
Coordinates and/or assists Fire Departments, the Fire Marshal, Planning Departments, and Utility Departments in the planning and implementation of water systems and fire protection equipment.
Education and Experience
Requires a Bachelor’s Degree in the field of Fire Science, Public Administration, Business Administration, Emergency Management, or related field, and ten (10) or more years of progressively responsible experience in fire and/or EMS service, with at least five (5) years in a senior command position, preferably in a community with a combination of volunteer and career personnel, or equivalent combination of education and experience.
Licenses or Certifications
Possession of an appropriate driver’s license valid in the Commonwealth of Virginia and have an acceptable driving record based on the County’s criteria.
The anticipated annual pay range for this FLSA-exempt position is $120,000 to $140,000, commensurate with qualifications, experience, and internal equity. The County offers an excellent benefits package, including Virginia Retirement System, health and dental insurance, vacation and sick leave, and holidays. The successful candidate must pass a pre-employment, post-offer drug screening and background check.

About the Organization

Department and Position Description and Responsibilities:
The 138-year-old Danville Fire Department has seven engine companies, one aerial, one command vehicle, one safety truck, and three Battalion Chiefs on a 53-hour work week. Handling 9940 in 2024 of which 62% were emergency medical services. The department is staffed by 146 FTE personnel, including 24 in dispatch.
The DFC for Technical and Support Services supervises 23 staff across Community Risk Reduction, the Fire Marshall’s office, and Emergency Communications. This budget savvy, strategic and collaborative leader is tasked with strategically managing a budget of approximately $14 million – 88% of which is allocated for salaries, while also securing additional funding through grants and other partnerships to support strategic growth and the needs of the department including ensuring minimum staffing levels year-round. A significant function of the role is emergency management including support and leadership to the 911 emergency communications center; serving as deputy coordinator of emergency management; acting as liaison with other agencies, departments, and vendors; managing the Emergency Operations Center, mobile command post, and ancillary warning and reporting systems to ensure they are ready and in good working condition; reviewing and updating the emergency operations plan as needed.

Key priorities for the next Deputy Fire Chief include:
• Serves as Emergency Manager for the City by providing support for emergency situations by responding to fire suppression/emergency incidents; establishing incident command system if needed or working in any of the command functions with-in the incident management system; provides logistical support; ensures safety of responders and public; and coordinates emergency management activities.
• Oversees dispatch and is responsible for ensuring operational efficiency, maintaining technological infrastructure, and supervising personnel. This includes optimizing dispatch protocols, managing communication systems, and ensuring rapid and accurate dissemination of information to emergency responders, thereby playing a pivotal role in the effectiveness of the city’s public safety services.

Qualifications:
• An associate degree (bachelor’s preferred) in a fire or emergency management-related professional or technical field is required.
• Minimum of 10 years of progressive experience as a full-time/career Captain/Lieutenant/Company Officer or higher.
• EMS ALS transport background and experience preferred.
• Must possess and maintain a valid state driver’s license with an acceptable driving history.
• Serves in an on-call status with other leaders.
• The ideal candidate would have significant experience in the field along with the following certifications:
o NIMS ICS or a NFA course meeting NIMS ICS (100, 200, 700 & 800).
o NIMS ICS -300 Intermediate and NIMS ICS-400 Advanced.
o National Registry EMT certification

City of Winchester-Fire and Rescue Captain
The Fire & Rescue Captain is responsible for middle management leadership and assigned as the station commander for their designated station. Captains also function as the logistical station liaison across all shifts to address station needs and issues. In addition to supervisory and logistical responsibilities, Captains function in an operational assignment to respond to medical, fire, hazardous material, technical rescue, and other hazardous events. During these events, Captains provide working supervision for the incident commander to accomplish command and control and manage the appropriate actions to mitigate the emergency and care for sick and injured. Captains also serve as the shift training coordinator and direct and lead subordinates in associated duties including training, pre-incident planning, public education, and equipment and facility maintenance. Work is often performed under emergency conditions and frequently involves considerable hazards. Captains are required to maintain appropriate training and proficiency to serve in an acting Battalion Chief capacity and will serve as the primary fill-in as needed.
All Captains are subject to emergency recall during times of operational need. Examples of operational need include, but are not limited to, staffing shortages, weather events, multi-alarm fires, hazardous material incidents, and acts of terrorism. These events may require the Fire Captain to work multiple consecutive shifts.
Duties and Responsibilities:
– Serves as a direct supervisor for their assigned station and provides oversight of the station and personnel activities
– Conducts performance evaluations on assigned subordinates
– Supervises daily station operations by scheduling personnel, assigning duties and tasks, overseeing station and equipment maintenance, directing station operations, maintaining records, ordering supplies, and preparing correspondence
– Develops personnel by creating, implementing, and maintaining a shift training program while providing direct instruction, evaluation, counseling, and discipline.
– Maintains and updates personnel records.
– Serves as a station liaison across all shifts to address logistical, maintenance, and general needs. Communicates all required items through the WFRD chain of command and functions as the primary station point of contact between WFRD and volunteers.

Responsible for ensuring that an initial cause and origin are determined at all fire incidents.
– Responds to hazardous materials emergencies (accidental or intentional) to participate in and/or direct effective hazard control strategies
– Responds to technical rescue emergencies (accidental or intentional) to participate in and/or direct and manage effective hazard control strategies
– Responds to hazardous conditions and general service calls to participate in and/or direct and manage effective hazard control strategies. Provides salvage and recovery support to owners and/or occupants of damaged properties
– Drives and operates emergency apparatus based on operational need
– Supervises and assists with fire prevention inspections and activities
– Participates in continuing education training and instructional programs by individual study of technical material and attendance at scheduled drills and classes
– Performs continuous quality improvement (CQI) reviews of EMS and fire reports
– Conducts public safety programs and tours of fire and rescue stations and grounds as needed
– Performs special projects as assigned
– Participates in and maintains good physical condition as prescribed in the Department’s Physical Conditioning and Wellness Program

Requirements:
– Minimum of 2 years as a company officer within a career department
– Current certification as a Virginia Department of Health, Office of Emergency Medical Services Advanced EMT (AEMT) or Paramedic preferred
– Any education equivalent to an associate’s degree is required.
– Associate’s degree in Fire Science, Emergency Medical Services, or other applicable field (e.g. emergency management, leadership, business administration) or Bachelor’s degree is preferred
– Certification requirements – Valid driver’s license; Virginia Department of Fire Programs recognized certifications in – Fire Officer Level 2, Fire Instructor Level 2, Emergency Vehicle Operations Course (EVOC) Level 3, Driver/Operator Pumper (DPO), Driver/Operator Aerial (DAO), Mayday Firefighter Down, and Hazardous Materials Operations; Current certification as a Virginia Office of EMS (OEMS) Emergency Medical Technician (EMT), Advanced Emergency Medical Technician (AEMT), or Paramedic. Captains must maintain their OEMS certification and can be cleared by the EMS Physician to function as an attendant in charge.
